Implement heuristic for Flaky Analyzer

Issue description

For a flaky test, the gtest json output has info about which test file and line number is the test in.

This should be a good start for heuristic analysis: check if any CL added/touched that file or related file like a.cc for a_unittest.cc


In the following flaky test, the culprit just added it.
