[ARC++ A11y] Map touch gestures

This bug is to map the work for mapping touch gestures for ARC++ accessibility. 

Android accessibility services receive gestures on the method |onGesture|. Chrome/ChromeVox uses ui/accessibility/ax_enums.idl:AXGesture.

This work is no longer relevant. ui/chromeos/touch_* handles touch exploration and gesture recognition natively.
