Media Query width doesn't seem to be working on Android anymore

Issue description

Steps to reproduce the problem:
1. Go to http://www.lithopolisumc.org on a short width device like a phone.
2. Click the standard page grey link at very bottom.
3. Try to click the mobile site grey link at the very bottom of the standard view site.

What is the expected behavior?
Like on iOS and Windowsphone, the @media screen and (max-width: 480px) media query should work and show the .mobile_toggle since the screen is still <480 width, on a phone.

What went wrong?
You can no longer go back to mobile site as you can on Windowsphone and iOS.

We are able to repro on Chrome Stable 52.0.2743.98 and  on Samsung Galaxy S5/MMB29M.
1. Start Chrome.
2. Visit the link 'http://www.lithopolisumc.org '
3. Hit the link 'Standard

on iOS, Mobile site link is under home page, where on android this link is missing.

Looks like this actually may be caused whenever it has <meta name="viewport" content="width=1000px"> or similar... When this is set, it seems no @media screen and max 800, 900, 999px rules will run.
Same behavior for the viewport width more than a certain mediaquery screen width on iOS, so the real bug was the background not going over the full screen when viewport is "device-width" on Android, which made the specific viewport width necessary on Androids.
