I reenabled the test and attempted to repro locally (on Linux) with out/GnDebug/browser_tests --gtest_filter=DevToolsSanityTest.TestToolboxLoadedUndocked --gtest_repeat=50 but all tests passed. Created https://codereview.chromium.org/2813533002 to reenable, started CQ dry run.
