Chrome does not open any Google site anymore

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/601.7.7 (KHTML, like Gecko) Version/9.1.2 Safari/601.7.7

Example URL:
google.com

Steps to reproduce the problem:
1. Location is Netherlands
2. Flush OSX Dns
3. Restart Chrome
4. Go to google.com or drive.google.com

What is the expected behavior?
The website opens

What went wrong?
The issue seems to be just with Chrome and only i the Netherlands as far i could confirm.

Chrome keeps loading but the website never appears and the following message is shown.

This site can’t be reached

The webpage at https://www.google.com/ might be temporarily down or it may have moved permanently to a new web address.
ERR_QUIC_PROTOCOL_ERROR

Did this work before? Yes same as current

Chrome version: 57.0.2987.110 (64-bit)  Channel: stable
OS Version: OS X 10.11.6
Flash Version: 

I have updated chrome to the latest and still the issue persists. My other colleagues who are spread around europe do not have the same issue. The issue is confirmed by 5 other colleagues from the Netherlands. The site opens fine in Opera and Firefox its just the chrome issue.
 
Same here. Updated Chrome to Version 57.0.2987.110 (64-bit) on Ubuntu 16.04 this morning. Been having very frequent ERR_QUIC_PROTOCOL_ERROR error pages.

This is from The Netherlands as well.

Attached a QUIC session as I experience it. It was so bad I have to relaunch Chrome with chrome://flags/#enable-quic set to disabled.

Status: Fixed (was: Unconfirmed)
We've had localized problems with QUIC since this morning. QUIC has been disabled while further investigation occurs and users should not be seeing any more problems.

This should be fixed now. Please try re-enabling QUIC and see if you're able to reach Google properties.
