Arabic text not rendering properly only on chrome(Mac/Windows both)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36

Steps to reproduce the problem:
1. Arabic text with number are not rendering as expected
2. It's showing like this ٧٤٬٩٠٠ د.م.
3. 

What is the expected behavior?
It should show like this د.م.‏ 74.900

What went wrong?
It's showing like this ٧٤٬٩٠٠ د.م.

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 57.0.2987.110  Channel: stable
OS Version: OS X 10.12.3
Flash Version: 

FY - I am already using charset=UTF-8" on HTML

Expected result should be like this attachment. Which is working all other browsers including Internet Explorer.
