Non-Regression:Reset is happening after setting passphrase

Issue description

Chrome Version: 59.0.3043.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and and login with valid credentials.
(2)open chrome://md-settings and set passphrase for the account and logout.
(3)Login with the same account for which you have kept the passphrase 

Expected result:Sync should not happen Automatically it should ask for the passphrase
Actual Result:Not asking passphrase after logging sync happens directly.

This is non regression issue seen form M-53.

This does only look related to sync, not to password management.

Somehow I was unable to reproduce the issue on Mac OS 10.12.3 on 58.0.3043.0. Sync doesn't start until I enter my passphrase again.

Running Linux and 59.0.3044.0, I was not able to repro.

Before you set the custom passphrase, can you open a separate tab and navigate to chrome://sync-internals/. While this tab is open, it'll capture sync  requests in the "Sync Protocol Log" area. After you set the passphrase, can you verify that there are a Commit Requests and Commit Responses showing up in the Sync Protocol Log following setting your passphrase? And the "Result" of the Commit Response should be "SYNCER OK". Would be helpful if you attached a screenshot of sync-internals directly after adding a passphrase.
Not able to repro the issue working fine in latest dev 59.0.3047.0

It's unfortunate this issue doesn't repro anymore. Could you check that custom passphrase is set on your account? Could you open about:sync and check if "Explicit Passphrase" is set to true in "Encryption" section?
