Regression: Unable to remove permission granted for the location from chrome://md-settings/content/location

Chrome Version:59.0.3044.0 d1a323946c7ff485c73662eebc30d5f02a070576-refs/heads/master@{#457648}
OS: Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12)

What steps will reproduce the problem?
1. Launch chrome and navigate to https://permission.site/
2. Click on ‘Location’ button, Allow it and then navigate to chrome://md-settings/content/location 
3. Observe.

Actual: Unable to remove permission granted for the location.
Expected: Able to remove the permission.(Refer screencast)

This is regression issue, broken in ‘M 59’ and below is manual bisect:
Good build:59.0.3042.0
Bad build:59.0.3043.0

Note: We are able to remove the permission from chrome://settings/contentExceptions#location

Using the per-revision bisect providing the bisect results,
Good build:59.0.3042.0 (Revision:456934).
Bad build:59.0.3043.0 (Revision:457297).

You are probably looking for a change made after 457150 (known good), but no later than 457151 (first known bad).
