Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36 Example URL: https://inbox.google.com/u/0/ Steps to reproduce the problem: 0. Be sure to select "Continue where you left off" on chrome://settings/search#left%20off 1. Open https://inbox.google.com/u/0/ in tab 1 2. Go to about:flags in tab 2 3. Toggle any flag on and off again 4. Click "Relaunch now" What is the expected behavior? 5. Chrome restarts and reloads Inbox by Gmail in tab 1 completely What went wrong? 5. 5. Chrome restarts and reloads Inbox by Gmail in tab 1 *in*completely; Chat is missing, spinner is spinning instead. Does it occur on multiple sites: No Is it a problem with a plugin? N/A Did this work before? N/A Does this work in other browsers? Some more observations: - I can repro the issue on 59.0.3043.0 (Official Build) canary (64-bit), all extensions disabled. - I can repro the issue about 50% of the time in both browsers. - Reloading the tab always (100%) loads Chat successfully in both browsers.

Unable to reproduce this issue on Windows-10 using chrome latest stable #57.0.2987.110 by following steps mentioned in the original comment. Observed the inbox page loads completely with no lags as expected. Reporter@ Could you please confirm is this issue reproducible on incognito mode as well? Please recheck this issue on latest stable #57.0.2987.110 and kindly update the latest behavior. Thanks!

@brajkumar: Still reproduces on stable and Canary. This makes it the following versions that I have tested: 57.0.2987.98 (Official Build) (64-bit) 57.0.2987.110 (Official Build) (64-bit) 59.0.3043.0 (Official Build) canary (64-bit) 59.0.3049.1 (Official Build) canary SyzyASan (32-bit) I can't test incognito mode, though: this issue only reproduces when Chrome restores previously loaded web sites. I see no way to make incognito mode do that.

Unable to reproduce this issue on Windows-10 & 7 using chrome latest stable #57.0.2987.110 by following steps mentioned in the original comment. Observed the inbox page loads completely with no lags as expected. Reporter@ Could you pleasecheck attached screencast and please provide us the screencast of the issue if you can consistently reproduce the issue . Thanks!

Also, please note the screenshot attached to #1. ***It shows the chat missing on the right side, with a spinner in its place.*** So, again, it's the chat on the right side that is not loading for me. Your screencast shows that the menu on the left side, and the Google services button on the right side are loading fine. This is not the issue. The issue is with the Chat not loading. Obviously, to test this, you need to open the chat before restarting Chrome. Sorry for not including this in the original repro steps, I assumed this was obvious.
