Steps to reproduce the problem:
1. Intsall Allcast or Allcast recevier
2. Check working

What is the expected behavior?
Allcast : should seach other access device.
Allcast receiver : shoud be detected by other side

What went wrong?
allcast : can't found any access device.
allcase receiver : can't be detected

Android phone(all cast) -> Chromeos allcast app (Chrome app) is fine.

Is this app problem or ARC problem ?
