CRTL+L doesn't focus on address bar when dev tools are focussed

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36 Steps to reproduce the problem: 1. Open dev tools 2. Press CRLT+L What is the expected behavior? The focus should jump from the dev tools to the address bar What went wrong? The focus remains on the dev tools Did this work before? N/A Chrome version: 57.0.2987.98 Channel: n/a OS Version: 10.0 Flash Version: I am sure in Chrome Mac the focus jumps to the address bar

Ctrl+L clears the console, regardless of whether the console is currently on screen. We could make it so that Ctrl+L only works when the console is visible. Or this could wait for custom keyboard shortcuts and users can reassign console.clear.

ohh..ctrl+L clears the console. In mac, Command+L shifted focus to the address bar and I was expecting similar behaviour in Windows..
