Regression : After disabling 'Toggle button' arrow icon is still seen in autofill section in chrome://md-settings.

Issue description

Version: 59.0.3044.0 d1a323946c7ff485c73662eebc30d5f02a070576-refs/heads/master@{#457648}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/passwordsAndForms and click on 'Toggle button' near 'Auto fill' and 'Manage password' and observe arrow icon besides them

Actual: After disabling 'Toggle button' arrow icon is still seen
Expected: After disabling 'Toggle button' arrow icon should disappear 

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3043.0
Bad build: 59.0.3044.0
