Regression : Edit Options is seen missing in Maximized Gallery of Guest User

Chrome Version: 59.0.3041.0/9373.0.0 dev-channel Parrot, Banjo, Peach-Pit
OS: Chrome

What steps will reproduce the problem?
(1)Browse as Guest -> Download image
(2)Now open Downloads folder -> Select one Image and Open it in Gallery
(3)Now Maximize the window and click on 'Edit' option -> Observe for Edit options (Please refer video and screenshot)

Expected:  Edit Options should be seen in Maximized mode 
Actual: Instead  Edit Options is seen missing in Maximized mode

This is Regression issue as same is working fine in 57.0.2987.100/9202.51.0 Beta-Channel Candy Device

Note: Issue is not seen when Gallery is minimized

I was not able to reproduce it.
