Regression: Forever loading icon is observed on searching 'settings' in chrome://settings

Chrome Version: 59.0.3044.0 (Official Build) d1a323946c7ff485c73662eebc30d5f02a070576-refs/heads/master@{#457648}}(32/64 Bit).

OS:  Windows(7,8,8.1,10), Mac(10.11.6, 10.12.1, 10.12), Linux(14.04 LTS)

Steps to reproduce:
1.Launch Chrome, go to chrome://settings, Search for 'settings' in 'search settings input' box and observe.

Actual Result: Forever loading icon is seen.
Expected Result: Loading icon should not be seen

This is regression issue broken in 'M 59' and will soon update the bisect info:

Manual Bisect Info: 
Good Build 59.0.3043.0

Using the per-revision bisect providing the bisect results,
Good build:59.0.3043.0 (Revision:457297).
Bad build:59.0.3044.0 (Revision:457648).

You are probably looking for a change made after 457560 (known good), but no later than 457561 (first known bad).
