Regression : [md settings] Vertical scrollbar is missing in all subpages.

Issue description

Chrome Version : 59.0.3044.0 (Official Build) d1a323946c7ff485c73662eebc30d5f02a070576-refs/heads/master@{#457648} 32/64 bit
OS : Windows (7,8,10), Mac (10.11.6, 10.12.1, 10.12)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/fonts, observe.

Actual : Vertical scrollbar is missing in 'Customize fonts' subpage.
Expected : Scrollbar should be there in 'Customize fonts' subpage.

This is a regression issue broken in ‘M-59’, below is the Manual Regression range and will soon update other info.
Good build : 59.0.3043.0 
Bad build : 59.0.3044.0 

Note : Will soon update other info once the build #59.0.3044.0 for Linux OS is available.

Update : Above issue is also seen on Linux (14.04 LTS) OS in #59.0.3044.0 build.

Note : Issue is seen for all the md-settings subpages (Content settings, Manage Search Engine, etc..)

Good build:59.0.3043.0 (Revision:457297).
Bad build:59.0.3044.0 (Revision:457648).

You are probably looking for a change made after 457569 (known good), but no later than 457570 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3044.0
