Unable to load PDF wrapped in Transport Neutral Encapsulation Format

Issue description

Chrome Version: 58.0.3029.18 (Official Build) dev (64-bit)
OS: ChromeOS [9334.10.0 (Official Build) dev-channel samus]

What steps will reproduce the problem?
(1) Download https://xa.yimg.com/kq/groups/2809343/1010048360/name/winmail.dat
(2) Change the extension to .pdf
(3) Try to load it using Chrome

What I observe is an error message saying that the PDF cannot be loaded. However, the standard PDF viewer on macOS is able to load the PDF just fine.

(In case you are wondering, this PDF just contains the "2017 Stanford District Pinewood Derby" rules.)
 
It's not a PDF file. Finder / Preview.app must have some magic to do the extraction.

$ file winmail.dat 
winmail.dat: Transport Neutral Encapsulation Format

$ tnef winmail.dat # extracts "2017 PWD Rules b.pdf"

Viewing "2017 PWD Rules b.pdf" works just fine.

Oh, I see. I wonder how common this is.
Apparently it works on Windows with Edge as well. I wonder if Windows / macOS have some built-in capabilties to decode TNEF that we can leverage. I also wonder if this is PDF specific. e.g. if if winmail.dat contains HTML, what happens.
