Unable to load PDF wrapped in Transport Neutral Encapsulation Format |

Issue descriptionChrome Version: 58.0.3029.18 (Official Build) dev (64-bit) OS: ChromeOS [9334.10.0 (Official Build) dev-channel samus] What steps will reproduce the problem? (1) Download https://xa.yimg.com/kq/groups/2809343/1010048360/name/winmail.dat (2) Change the extension to .pdf (3) Try to load it using Chrome What I observe is an error message saying that the PDF cannot be loaded. However, the standard PDF viewer on macOS is able to load the PDF just fine. (In case you are wondering, this PDF just contains the "2017 Stanford District Pinewood Derby" rules.)

Apparently it works on Windows with Edge as well. I wonder if Windows / macOS have some built-in capabilties to decode TNEF that we can leverage. I also wonder if this is PDF specific. e.g. if if winmail.dat contains HTML, what happens.
