[A11y Assessment - Tab strip] Contrast of inactive tabs from the background bar is low

Issue description

Chrome Version: M56
OS: Chrome OS

What steps will reproduce the problem?
(1) Open multiple tabs on a window on Chrome on Chrome OS

What is the expected result?
Increased contrast of inactive tabs from the background color

What happens instead?
Low contrast (1.3). There's no specific number to consider since it's not text, however, it's still an issue.

I can reproduce this in ChromeOS Version 63.0.3212.0 (Official Build) canary (64-bit)

The contrast ratio is: 1.4:1


Hwi, any thoughts on how to make progress on this? Would be really great if we can make the active vs. non-active tabs more visually distinct.
