Bail out for test infra failures

similar to  Bug 700642 

The analysis pipeline should also bailout when the infra failure happens on a test build (as opposed to a compile build) but the build_failure handle should use the correct template when this is the case.

For test failures, we still want to analyze those legitimate test failures before the infra failure.

Unassign to put it back to the Findit bug queue.
