Support CBDT/CBLC color font and SVG color font on Windows

Issue description


Edge on Window 10 with Anniversary Update supports all three color font formats.  

According to Behdad, the same API in DW that used to support only COLR color fonts now supports CBDT/CBLC font and SVG color fonts as well. 

Given that, Chrome should utilize that to support CBDT/CBLC fonts and SVG color fonts

We should try to get COLR fonts working on Mac/Android/Linux at the same time. Otherwise I fear that we'll push users towards CBDT/CBLC/SVG fonts.

BTW, FreeType is now available to Blink on Windows for variational fonts (it used to be a part of Chrome for a long while because it's used by PDFium, but not to Blink). So, even on Windows 7/8 or earlier versions of Windows 10, we "might" be able to support CBDT/CBLC fonts (it may be rather involved, though).
