[A11y Assessment - Omnibox] Security chip doesn't show indicator on focus

Issue description

Chrome Version: M56
OS: CrOS,Win,Linux

What steps will reproduce the problem?
(1) F6 (CrOS: Search+6). This makes Omnibox focused
(2) Shift+Tab to move the focus one step backward i.e. to Security Chip
(3) Find where the focus is (and hit Enter or Space to see page info open, i.e. Security Chip is focused)

What is the expected result?
Focus indicator on security chip
A fix might be using the active state background highlight treatment on OSX

What happens instead?
No focus indicator

Side note: this bug is different from the OSX bug,  crbug.com/696264  (i.e. on OSX, the chip is not keyboard accessible)

I cannot reproduce this issue.

I tested the contrast of this focus and found it to be very low. This will be a separate bug so that this one may be resolved. 

Foreground:#EAEAEA
Background:#FFFFFF

The contrast ratio is: 1.2:1
