11.5% regression in vm_proportional_set_size in media.android.tough_video_cases at 456424:456475

Similar to  Issue 702347 , though the ranges aren't overlapped (they are close though).

No ref graph here, so possible this is just noise.

Trying again with wider range. No ref graph, so if bisect can't reproduce will assume noise and close out.
