The dialog that ask for permission to use the camera/microphone not showing correctly.

Issue description

Steps to reproduce the problem:
1. Open a web page that ask for device usage permission. For example: https://test.webrtc.org
2. If this isn't the first time you open the page, press the triple dot button on the top right corner, then the button whose shape is an encircled 'i', then press the "site settings" button, then press the "clear & reset" button, and finally reload the page.

What is the expected behavior?
The browser should show a dialog asking for permission to use the camera or microphone with TWO options: accept and deny.

What went wrong?
The browser shows a dialog but it has no text and the only option is to close the dialog, which denies the access.
The dialog only shows a camera/microphone icon depending on the applications needs.

Did this work before? Yes I don't know, but it worked two months before. 

Chrome version: 55.0.2883.91  Channel: n/a
OS Version: 6.0.1; SM-G900H Build/MMB29K
Flash Version: 

After having this issue, if you reload the page, sometimes the dialog doen't appears unless you scroll the page downward.

Thank you for the report.  Can you update your Chrome to the latest version and see if you can still reproduce the issue?
