Switching to a profile with no open windows will navigate to the last closed URL.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. Have two profiles. Profile A, Profile B. And open up a window for each profile.

2. In the browser window for Profile A, go to a new web site, then close the window so you automatically switch to Profile B.

3. Right-click on the profile selector in the top-right and select Profile A.

4. A new window for Profile A should open up. And it will automatically go to the web site you just closed.

What is the expected behavior?
Instead of the window I just closed, it should go to a new Chrome window/tab.

What went wrong?
A step 4 above, when I swap to Profile A and a window for it pops up, it should go to a new Chrome window, not the one I had closed.

Did this work before? Yes 56.x

Chrome version: 57.0.2987.98  Channel: stable
OS Version: OS X 10.11.6
Flash Version: 

I have no changed any Chrome settings. My "On startup" is still selected to "Open tab in new page."

Sorry, the subject is supposed to read: "Switching to a profile with *NO* open windows.." May someone please change that? Thank you.

Tested this issue on Mac OS 10.12 using chrome stable #57.0.2987.98 by following steps mentioned in the original comment. Observed the closed webpage is opened instead of a new tab page in Profile A.

Note: I am unable to reproduce this issue consistently, After uninstalling and reinstalling the same build this issue is not reproducible. Due to this scenario unable to find the regression range to provide bisect info. Requesting some one from profile team to look in to this issue.

Reporter of the ticket here. May someone please mark this as resolved. Never saw it occur in subsequent versions of Chrome.
