New tab text is "chrome://newtab" instead of "New Tab"

Google Chrome 58.0.3029.19 beta
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Open a new tab

What is the expected result?
It says "New Tab" at the top

What happens instead?
It says "chrome://newtab" instead

Actually, this is not a regression
