Unexpected symbols in address bar after hotkey usage

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/56.0.2924.76 Chrome/56.0.2924.76 Safari/537.36 Steps to reproduce the problem: 1. Change keyboard layout on not EN(try with RU/UA) 2. Enter any url(important) 3. Ctrl + t 4. See 'ะต' symbol in address bar(in EN keyboard layout this is 't') What is the expected behavior? Empty address bar What went wrong? Something with keyboard layouts Did this work before? Yes Version 52.0.2743.116 Built on Ubuntu , running on LinuxMint 17.3 (64-bit) Chrome version: 56.0.2924.76 Channel: stable OS Version: Flash Version: Shockwave Flash 24.0 r0

Able to reproduce this issue on Ubuntu 14.04 using chrome latest stable M57-57.0.2987.98. This issue is not observed on Mac OS and Windows platforms. You are probably looking for a change made after 431673 (known good), but no later than 431674 (first known bad).
