Server side Finch config for parallel download.

Chrome Finch config for parallel download study.

We already have client side feature and code to pull parameters.

Server side json config file are needed, on dev, canary channel and production environment.

We are waiting for several CLs landed to finalize the finch config, so didn't add reviewers yet.

Currently not fully tested on local finch server, since some other finch config is crashing the chrome client.

Beta config is checked in, still need the stable channel config.
