anx74xx: Switch to normal mode in drp_toggle instead of cable detection handler

Currently, anx74xx is woken up from low power mode by the cable detection interrupt handler. We should try if it's possible to do it in anx74xx_tcpc_drp_toggle instead. It'll avoid code duplication. Whether anx74xx_tcpm_get_cc works or not in ANX74XX_STANDBY_MODE needs to be investigated.
