Add environment variable $CACHE_DIR for all services using chromite's gsutil

@don suggest we can add environment variable $CACHE_DIR for every service that use chromite code (I assume using gsutil in chromite) in lab.

File this bug to track. Mark it as a fixit since it's not that urgent.

I'd assume everything that uses chromite, so that we don't have to revisit the problem later.
