inconsistency in "re-enable extension" popup

Issue description

Chrome Version: 57.0.2987.100 (Official Build) beta (64-bit)
OS: ChromeOS 9202.51.0 (Official Build) beta-channel chell

What steps will reproduce the problem?
(1) Have an extension that increases the number of websites it wishes to access
(2) wait for extension to update
(3)

What is the expected result?

Dialogs about new permissions should be consistently telling the user the information required to make a decision on whether to re-enable or not
 
What happens instead?

Dialogs are inconsistent and the one that appears on browser start does not list any websites thus making it impossible to make a reasoned decision on whether to re-enable it or not.

Please use labels and text to provide additional information.

See screenshots, when the popup appears on browser start no websites are listed.
When re-enabling in chrome://extensions the full list correctly appears.

We're actively trying to work with UI to address this and other issues in the bubble.  I think it's safe to dupe this into issue 522392.
