Page does not navigate to chrome://md-settings/content/midiDevices after clicking on 'Manage MIDI settings' link

Issue description

Chrome Version : 59.0.3043.0 (Official Build) fe785a58e31217e1ef0e1c8946a4e853829371f8-refs/heads/master@{#457297} 32/64 bit
OS : Windows (7,8,10), Mac (10.11.6, 10.12.1, 10.12), Linux (14.04 LTS)

Pre-condition: Enable Material Design settings from chrome://flags

Steps:
1. Launch Chrome, navigate to https://permission.site and click on 'MIDI'
2. Click on Allow on permission bubble, click on MIDI icon in omnibox and then click on 'Manage MIDI settings' link
3. Observe

Actual: Page does not navigate to chrome://md-settings/content/midiDevices after clicking on 'Manage MIDI settings' link

Expected: Page should navigate to chrome://md-settings/content/midiDevices after clicking on 'Manage MIDI settings' link

This is a non-regression issue seen from M-58, since this feature is introduced in 58.0.2815.0
