Regression:Vertical scroll bar does not appear in 'JavaScript Profiler' section of devtools

Issue description

Chrome Version : 59.0.3043.0 (Official Build) fe785a58e31217e1ef0e1c8946a4e853829371f8-refs/heads/master@{#457297} 32/64 bit
OS : Windows(7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch Chrome, open Devtools on NTP
(2)Go to 'JavaScript Profiler' section from 'Customize and control DevTools' menu list.
(3)Press Esc key to open Console drawer.(Kindly refer the video)
(4)Drag the console drawer upwards and observe the R.H.S of "Profile section"

Actual:Vertical scroll bar does not appear after dragging console drawer upwards.

Expected:Vertical scroll bar should appear after dragging console drawer upwards.

This is a Regression issue broken in M-58,will soon update other i

Using the normal bisect providing the bisect results,

Bad build:58.0.3008.0 (Revision:449509).

You are probably looking for a change made after 449488 (known good), but no later than 449497 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Not in Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3043.0
Unable to provide the per-revision bisect due to huge CL's are coming.So providing the normal bisect results.

It works just as it should. The toolbar is not part of scrollable area.
