Regression: Unnecessary focus underline is seen for 'Font size' drop down after closing sign in overlay via tap/touch

Issue descriptionChrome Version: 57.0.2987.110 (Official Build) 11f66db67ea1f20d200d6f9add50fc1c345d71f7-refs/branch-heads/2987@{#832} OS: Windows 10(Touch device) Steps: 1. Launch Chrome and navigate to chrome://md-settings 2. Tap/touch on 'Font size' drop down, tap on 'Sign into Chrome' button and then close sign in overlay 3. Observe Actual: Unnecessary focus underline is seen for 'Font size' drop down even after closing sign in overlay via tap/touch Expected: Focus underline should not be seen for 'Font size' drop down even after closing sign in overlay via tap/touch This is a regression issue broken in M-53, below is bisect info. Good build : 53.0.2768.0 Bad build : 53.0.2770.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/2a1d902c9b711bddee9b8fab3c6643d2e24f8815..59650de52fb52324b91c67086e2d9afeac5d8114?pretty=fuller&n=100 Suspecting: r400318 ?
