2 layout tests failing on Win7 Debug

Trivial one-pixel, Debug mode only diff (after https://codereview.chromium.org/2737063002).

Most likely unrelated to the change, the same Release-vs-Debug rasterization issue as  bug 484370 , etc.

Mark two Win7 debug-only failures as WontFix

Trivial one-pixel rasterization diffs between Release and Debug builds,
Win7-only.

Cannot be solved by rebasline.
