Issue descriptionChrome Version : 59.0.3043.0 (Official Build) fe785a58e31217e1ef0e1c8946a4e853829371f8-refs/heads/master@{#457297} 32/64 bit OS : Windows(7,8,10), Mac(10.11.6, 10.12.1, 10.12), Linux(14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://md-settings/ (2)Click on 'Import bookmarks settings'.(Kindly refer the video) (3)Refresh the page and Observe. Actual:Unnecessary white background is seen on reloading the page. Expected:No such Unnecessary white background should be seen on reloading the page. This is a Regression issue broken in M-58,will soon update other info. Good build:58.0.3016.0 Bad build:58.0.3017.0

@dbeam: This is a known side effect of vulcanization. I don't know if we want to do anything about it. Please triage.
