Regression:Unwanted white line is observed below the horizontal scroll bar in pdf page

Issue description

Chrome Version : 59.0.3043.0 (Official Build) fe785a58e31217e1ef0e1c8946a4e853829371f8-refs/heads/master@{#457297} 32/64 bit
OS : Windows(7,8,10), Mac(10.11.6, 10.12.1, 10.12), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://pdfobject.com/static.html
(2)Zoom out the page up to 80% via wrench menu.
(3)Observe the horizontal scroll bar.(Kindly refer the video)

Actual:Unwanted white line is observed below the horizontal scroll bar after zooming out.

Expected:No such unwanted white line should be observed below the horizontal scroll bar after zooming out.

This is a Regression issue broken in M-58,will soon update other info.

Good build:58.0.3011.0
Bad build:58.0.3012.0

You are probably looking for a change made after 449912 (known good), but no later than 449913 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3043.0
