Mac: ‘Disable Developer Mode Extensions’ bubble does not dismiss after opening new NTP with --secondary-ui-md

Issue descriptionChrome Version:59.0.3043.0 (Official Build) fe785a58e31217e1ef0e1c8946a4e853829371f8-refs/heads/master@{#457297} OS :Mac (10.11.6,10.12.1) Precondition : 1. ’V2 app' (i.e. calculator) should be installed and developer mode should be enabled from chrome://extensions. 2. Enable Material Design in the rest of the browser's native UI flag. What steps will reproduce the problem? 1. Launch chrome, wait till ‘Disable Developer Mode Extensions’ bubble appears and then click on NTP icon beside ‘Tab’ or press ’Ctrl+T’ 2. Observe. Actual:‘Disable Developer Mode Extensions’ bubble does not dismiss after opening NTP. Expected:‘Disable Developer Mode Extensions’ bubble should dismiss after opening NTP. This is regression issue, broken in ‘M 59’ and below Manual bisect info: Good build:59.0.3040.0 Bad build:59.0.3041.0 Note: Issue is not seen on Windows and Linux OS.

This only happens with chrome://flags/#secondary-ui-md, so it's not really a regression But > Note: Issue is not seen on Windows and Linux OS. This actually *is* seen on Windows and Linux, right? (That is, I think this just makes the bubble behave the way it does on other platforms already, which is the correct behaviour). Although, it may annoy some developers on Mac amidst all the other changes that we want to roll when that flag flips. I don't think it was ever a deliberate choice to have a non-persistent bubble on Mac - there just wasn't an easy way to make it happen :/ Making it non persistent on Mac only would be straightforward, but I don't think we want to special case Mac for this. +shrike,rpop in case we want to do something here, but I think this is working as intended.
