On merging crash tab into window, unnecessary tab crash icon refreshes.

Chrome Version: 57.0.2987.110 11f66db67ea1f20d200d6f9add50fc1c345d71f7-refs/branch-heads/2987@{#832} (32/64-bit)
OS: Windows (7,8,10), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, open New tab and navigate to chrome://crash.
2) Drag the crash tab into a seperate window and then again merge it into the window.
3) Observe the tab icon.

On merging tab, tab icon refreshes.

On merging tab, tab icon should not refresh.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1149.0)

Note: Issue is not seen on Mac OS.
