In chrome://apps page, unnecessary drop option is seen on dragging google icon image.

Chrome Version: 57.0.2987.110 11f66db67ea1f20d200d6f9add50fc1c345d71f7-refs/branch-heads/2987@{#832} (32/64-bit)
OS: Windows (7,8,10), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome and go to chrome://apps.
2) Drag the google icon at bottom left onto the page and observe.

Unnecessary drop option is available on dragging image on the page.

Drop option should not be available.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1149.0)

Note: Issue is not seen on Mac OS.
