Regression: Focus doesn't traverse from 'Existing photo from camera or file' option on using arrow keys in chrome://md-settings |

Issue descriptionChrome Version: 57.0.2987.100/9202.51.0 beta-channel Daisy & Candy OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://md-settings/changePicture page (2)Click on 'Take photo' icon and capture photo -> Observe now focus is on 'Existing photo from camera or file' option (3)Now Use Up/Down/Right/left arrow buttons from keyboard and observe for Focus (Please refer Video) Expected: Focus should traverse from 'Existing photo from camera or file' option in chrome://md-settings/changePicture page on using arrow keys Actual: Instead Focus does not traverse This is Regression Issue as same is working fine in chrome://settings page i.e. Focus traverse to other pictures using arrow keys. Note: Issue is seen in M-59 also @stevenjb : Please confirm the Issue
