Regression: 'ADD' button is not present for adding exception.

Chrome Version: 59.0.3043.0 Revision fe785a58e31217e1ef0e1c8946a4e853829371f8-refs/heads/master@{#457297} 
OS: Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/content/location
(2) Observe 

Actual: 'ADD' button is not present for adding exception.

Expected: 'ADD' button should be present for adding exception.

This is a regression issue, broken in 'M-59', will soon update the other info:

Good Build: 59.0.3042.4
Bad Build: 59.0.3043.0

Note: Above issue is also seem for Microphone and Camera option

Using the per-revision bisect providing the bisect results,
Good build:59.0.3042.0 (Revision:456934).
Bad build:59.0.3043.0 (Revision:457297).

You are probably looking for a change made after 457150 (known good), but no later than 457151 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3043.0
