Incorrectly colored tab strip horizontal line when themed window is not focused (in macOS' high contrast mode).

Chrome Version: 59.0.3043.0 (Official Build) canary (64-bit)

I attached 2 screenshots:
-One with the window focused.
-One with the window unfocused (where the problem is).

Notice that the horizontal line in the tab strip is black when the window is unfocused.
I believe this is a bug, but I may be wrong.

Also, like the color of the horizontal line, the color of the text containing the profil's name changes depending on whether the window is focused or not.
