spurious CQ-1 messages on code review

Issue description

on https://chromium-review.googlesource.com/c/455740/ there's a CQ-1 from Max and from me, but both of us didn't touch the CQ flag.

Yeah, this is a known issue with the way that the "on behalf of" permissions work in Gerrit.

You set CQ+1 in the third message, and mmoroz set CQ+1 in the 6th message. The CQ ran, didn't commit the patch, and so needed to unset the CQ+1 label so it wouldn't immediately run again. But because of how the "on behalf of" permissions work, it looks like you unset it yourself.

Duping this into the bug we have on file for tracking changing that wording.
