Release of dead key doesn't create PP_INPUTEVENT_TYPE_KEYUP event

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/55.0.2883.87 Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Write a pepper plugin which handles input events
2. Set the language of the system to e.g. german or french
3. press and release a dead key

What is the expected behavior?
An PP_INPUTEVENT_TYPE_KEYDOWN event should be generated for pressing the key and an PP_INPUTEVENT_TYPE_KEYUP event should be generated for releasing the key.

What went wrong?
Only an PP_INPUTEVENT_TYPE_KEYDOWN event for pressing the key is generated but no PP_INPUTEVENT_TYPE_KEYUP event for releasing the key.

I did a mistake here. The problem is that I get an PP_INPUTEVENT_TYPE_KEYUP event when the dead key is pressed, but I don't get a PP_INPUTEVENT_TYPE_KEYDOWN event for a dead key.
The title of the bug is now misleading. Maybe someone could change the title.

What went wrong?
Only a PP_INPUTEVENT_TYPE_KEYUP event is received when the dead key is pressed and no event when the dead key is released.
