WebView shows no content after navigating from a pdf file

Chrome version: 59.0.3043.0

Reproduction steps:

1. in a new tab navigate to https://www.ets.org/s/gre/pdf/gre_math_review.pdf
2. tap the omnibox and type https://news.ycombinator.com/

Expected result:

Chrome navigates to https://news.ycombinator.com/ and present the site page.

Actual result:

Chrome navigates to https://news.ycombinator.com/ (there is a progression bar) but the content area is blank. Switching to another tab and back to this tab make the site page appear.

=> assigned to gchatz as owners of PDF.

Preloading webpages is not working currently. https://crbug/698833 
I think its because of preloading of news.ycombinator.com
Can you try disabling Settings --> Bandwidth --> Preload webpages --> Never and the reproduce this issue?
