CTRL++ does not repeat

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36 Steps to reproduce the problem: 1. Hold down CTRL++ and keep it held down. What is the expected behavior? Zooms more and more. What went wrong? Zooms only once. User has to press it again and again to zoom more and more. Did this work before? N/A Chrome version: 57.0.2987.98 Channel: stable OS Version: Flash Version: Other browsers don't have this problem.

Able to reproduce this issue on Windows-10 and Ubuntu 14.04 using chrome latest stable M57-57.0.2987.98. This issue is not observed on Mac OS 10.12 You are probably looking for a change made after 416994 (known good), but no later than 416996 (first known bad).
