Google chrome hangs or crashes whenever the internet connection is slow or gone.

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Open a lot of tabs
2. Work on the tabs
3. The browser hangs anytime the internet bandwidth decreases. 

What is the expected behavior?
The browser hangs completely. everything freezes. Have to wait for a long time for the browser to become workable again.

What went wrong?
I am not sure. Have tried everything from reinstalling windows from scratch to removing every plugin but not sure what is causing this issue. 

I am using a dell laptop with i7 processor, 8 GB ram and a SSD so can't expect the system hardware to be the cause of this. 

Crashed report ID: No

How much crashed? Whole browser

Is it a problem with a plugin? N/A

Chrome version: 56.0.2924.87  Channel: n/a
OS Version: 10.0
Flash Version: 

Have spoken to dell and did all that I could to rectify the issue but nothing has helped so far. Please let me know if there is any solution to the problem. Should I go back to using windows 7 which would be my last option.

As per comment#7 (server Id's), Seems stack trace of this crash is similar to #613701. Hence merging this issue.
