"Offline" network option out-of-sync between Application and Network panels

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36 Steps to reproduce the problem: 1. Open a webpage and open devtools 2. In the "Application" panel under "Service Workers", check "Offline" 3. In the "Network" panel, uncheck "Offline". 4. Note the application is still offline. This can also be done in the "Network" panel first, where toggling "Offline" in the "Application" panel then has no impact. What is the expected behavior? That the "Offline" option is synchronised between the "Network" and "Application" panel, and that the option can be toggled from either. What went wrong? On the first toggle of the "Offline" checkbox, the offline emulation cannot then be toggled in the alternate panel (Network or Application). If the checkbox is toggled more than once in the same panel, then this issue appears to resolve itself. Did this work before?
