No option to disable shortcuts in devtools

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. Open devtools -> Settings
2. No option to disable shortcuts

What is the expected behavior?
Ability to turn off the shortcuts. Especially needed when they start to interfere with typing in the console!

What went wrong?
No option to disable shortcuts

Did this work before? No 

Chrome version: 57.0.2987.98  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 25.0 r0
