Show the log file path in chrome://net-export/

Issue description

On the desktop version of chrome://net-export/, it is useful to show the path of the log file that is being written to.

(The frontend already has the code for this, but it is only enabled in debug mode)

Seems this should be enabled in all builds, or at least when using the desktop UI, where knowing the path is important.

Another option would be to "download" the file URL of the log file on desktop, on logging stop (Or have another button to download or stop+download).

We'd have to be careful of races between closing the file and downloading it.

I don't think downloading makes sense in the desktop flow, since the user explicitly picks the file destination on start already.

A more applicable UI would be a "Show in Finder" option like what we have on the download shelf (Mac OS nomenclature).

Ah, I didn't realize the user already picked the location on desktop (I still exclusively use net-internals).
