The "Foo Extension requires new permissions" dialog can be shown multiple times; on top of itself.

Issue description

Chrome Version       : 57.0.2987.100
OS Version: 9202.51.0

This dialog is pretty hard to invoke. (needs a test - see  Issue 654124 , which also has a mock)

On Mac, this reproduces with --secondary-ui-md

(side issue: the anchoring is weird under non-Harmony)

What steps will reproduce the problem?
1. Have an extension, upgrade it in the webstore with new permissions, update it
2. Get a notification on the Chrome app menu, select the "Foo has new permissions" menu item
3. Dialog shows
4. Repeat step 2. Dialog shows again (first dialog doesn't go away).


What is the expected result?

First dialog should be dismissed, or it should request focus.

On Mac, without --secondary-ui-md, the dialog is not persistent (it goes away when showing the menu).


What happens instead of that?

A second+ dialog gets shown on top of the first.

See attached - note the shadow is really dark since there are ~10 dialogs showing on top of each other.

Low priority in the scheme of things, but should be fixed.

Oh, except if you "Re-enable" on multiple dialogs you get a browser crash.

On CrOS - I think it's this one - http://go/crash/630039ad80000000 - but the stacktrace is rubbish.

Ooh, fun!  catmullings@ has been poking around this bubble lately; maybe she can take this?
Trent, I tested this, and the issue seems to be fixed in M62 Canary. 

If you'd like, may you try your Chromite Butler extension in a later build of Chrome?

This was tricky to repro. I've been waiting for some extension to update with new permissions. I'll keep this in mind and reopen if it's still weird.
